The consumption of water from the Tytam Works during the month of November was 59,139,892 gallons, or 1,981,330 gallons per diem, and that during the month of December was 62,630,533 gallons, or 2,020,340 gallons per diem.

Distribution Works.-The Distribution Works consisting of several miles of cast-iron pipes laid in various parts of the City have been maintained in as efficient a manner as practicable without an undue expenditure on them, the fact being borne in mind that many of these pipes are shortly to be replaced by new ones of larger diameter.

The total expenditure on the maintenance of the water-works during the past year has been $6,128.75.

The Drainage Works.--The drains throughout the City have received constant attention and on the whole they have been maintained in an efficient state of repair and as free from deposit as can be reasonably expected, so long as the combined system of sewerage exists, at a cost of $1,251.82.

NEW WORKS.

Pokfulam Filter-Beds and Service Reservoir.-The Pokfulam Filter-Beds and Service Reservoirs which were commenced in November, 1889, have now been completed.

The filter-beds are four in number having a total area of 1,360 square yards, the invert is constructed on the ridge and furrow system, and gauge wells are provided for the purpose of measuring the water passing through the filters.

The filtering material consists of 12 inches of coarse broken stone, 9 inches of stone broken to 4-inch cubes, 9 inches of coarse sand, and 2 feet of fine sand, the furrows in the invert being filled with very coarse broken stone.

The reservoir 141 feet in length, 35 feet in breadth, and 30 feet 6 inches in depth having a capacity of 940,000 gallons, is constructed of concrete faced with stone and covered over with brick arching carried on masonry piers.

The total cost of this work has been $39,485.59.

WATER DISTRIBUTION WORKS.

The final plans for the distribution of water throughout the City of Victoria having been approved and the pipes requisitioned early in 1889 having arrived, main laying was commenced on the 19th April and has proceeded uninterruptedly since.

I append a plan showing the several districts into which the City has been divided for the purpose of checking the cost of the work, and a tabular statement showing the lengths of pipes of various diameters laid, and the cost of the same in each district. The total length of mains laid during the year being 10 miles at a cost of $70,254.80.

Three small covered Service Reservoirs at a cost of $4,427.62 have been constructed, viz.:

One on the Peak Road of 12,000 gallons capacity at a level of 700 feet above Ordnance Datum;

One south of Inland Lot 715 of 112,000 gallons capacity at a level of 500 feet above Ordnance Datum; and

One south of the Pokfulam Filter-Beds 105,000 gallons capacity at a level of 600 feet above Ordnance Datum.

At present only the first two of these are in use; the water is pumped up into them by the Hydraulic Motor which has been fixed in Garden Road, and afterwards distributed throughout the district between the Caine Road and the Pokfulam Conduit, but until the other hydraulic motors are fixed, a constant high-pressure supply is unobtainable in all parts of these districts.

An Hydraulic Motor of the Worthington type has been fixed in Garden Road at a cost of $3,156.09, and commenced pumping water to the houses situated along the Peak Road early in September; and is now pumping night and day supplying filtered water to the higher levels of the City.

Fountain-Forty-nine fountains at a cost of $890.23 have been fixed in various parts of the City for the purpose of rendering a supply of water easily available for those who have not got water laid on inside their premises.

House Services.-The work of laying on water to private premises was commenced early in September and since then the service pipes of 599 houses have been connected with the new water mains, and in several instances the work throughout, including the internal fittings, has been executed by this Department at the cost of the applicant.

Meters.-In cases where water is required for other than domestic purposes, meters have been fixed. Up to the 31st of December, 24 meters ranging in size from 1 inch to 3 inches had been fixed at a cost of $1,609.83.

SEWERAGE WORKS.

In accordance with instructions received in C.S.O. 18, the works for the sewerage of the City of Victoria have been commenced and considerable progress has been made with the new system of sewers in the High Level District, upwards of 2,700 lineal yards having been completed, and with the works of training the Nullahs in the Western District between the Pokfulam Conduit and the Robinson Road. The latter are nearly completed; the cost of these works to date has been $12,640.52.

Five hundred lineal yards of pipe sewers in the district marked 2E on plan attached have been completed at a cost of $1,563.40. This work was rendered immediately necessary owing to the exceptionally bad condition of the old drains.

Peak Sewerage.-The sewers in the Peak District have been extended along the Plantation and the Peak Roads for a length of 800 lineal yards to provide for the drainage of new houses; the cost of this work has been $2,979.87, making the total cost of the Peak Sewerage Works to date $8,581.95.

Kowloon Sewerage.-A short length of sewer and a flushing tank have been constructed in Kimberley Road at a cost of $464.03 providing for the drainage of the new terrace now nearly completed in this locality. The total cost of the Kowloon Sewerage Works to date is $6,184.50.

Hunghom Sewerage.-Owing to the condition of the existing drains in Hunghom and the serious expense that would be involved in cleaning and repairing them even as a temporary measure, the construction of the new system of sewers was commenced early in September; 1,160 lineal yards have now been completed.

The cost of this work to date has been $2,424.23.

The more important other works of Sewerage and Drainage undertaken by this Department during the past year have been--

(1.) The re-arrangement of the sewers and internal sanitary fittings of the Government Civil Hospital.

(2.) The diversion of the storm-water drain crossing the site of the New Central Market.

(3.) The construction of a sewer in Rutland Street. The total cost of these works has been $7,644.06.

I have the honour to be,

Sir,

Your obedient Servant,

FRANCIS A. COOPER,

Resident Engineer,
